Uttar Pradesh is grappling with severe power outages, despite boasting record electricity supply levels. The landscape of this crisis is marked by delayed fault repairs attributed to staff shortages, escalating electricity demand, and the shutdown of several thermal power plants this past May. Insiders at the Uttar Pradesh Power Corporation point to the termination of over 20,000 contractual workers last fiscal year as a critical factor in the ongoing electricity turmoil.

The reduction in manpower has significantly hampered the response to local faults and technical issues. Previously, multiple repair teams could address problems simultaneously, but the downsizing has forced repairs to be conducted sequentially, resulting in prolonged outages during peak summer heat. This year, the situation appears exacerbated, with power demand levels mirroring those of last year but with consumers facing increased disruptions.

In a striking contradiction, Uttar Pradesh achieved its highest electricity supply this month, hitting 31,803 MW, surpassing last year’s peak of 31,486 MW. Yet, consumers continue to experience erratic power supply and outages. Awadhesh Kumar Verma, chairman of the Rajya Vidyut Upbhokta Parishad, attributes these disruptions to fundamental failures in management and administration within the UP Power Corporation. He noted,

“The scale of disruption despite adequate supply indicates serious administrative and management failures.”

Shutdowns and Rising Demand

Compounding the crisis, many thermal power units in Uttar Pradesh and neighboring states were offline for extended periods in May due to technical and operational difficulties. These plants are pivotal for supplying electricity under existing power purchase agreements, and their shutdown coincides with surging demand. Experts warn that this situation has led to unannounced power cuts, particularly affecting rural areas.

Verma criticized the prolonged shutdowns during peak demand, stating that if these plants had remained operational, the state could have better met its electricity needs. Data reveals that several major thermal plants experienced shutdowns for varying durations, including the 660-MW Ghatampur plant, which was closed for 18 days. Others like the Lalitpur and KSK Mahanadi units faced similar extended outages.

Structural Issues and Faulty Infrastructure

A critical structural flaw has emerged as a mismatch between the sanctioned electricity load and actual infrastructure capacity. Uttar Pradesh has nearly 3.73 crore consumers with a sanctioned load exceeding 8.57 crore kilowatts, while the capacity of the state’s 132 KV substations is only 6.25 crore kilowatts. A senior official noted,

“This means the system is incapable of handling the full sanctioned demand.”
As summer temperatures soar, electricity consumption spikes, overburdening the existing infrastructure.

Over the last ten days, demand has surged continuously, with minimal relief at night. This unrelenting load is damaging transformers and aerial bunch conductors, leading to over 700 transformer failures daily. Officials speculate that many breakdowns stem from poor-quality cables and aging transformers, with over 25 percent of transformers in the state exceeding their operational lifespan.

Political Fallout and Responses

The escalating power crisis has ignited political tensions, with opposition leaders criticizing the government’s failure to enhance power generation capacity. Samajwadi Party leader Akhilesh Yadav slammed the ruling party, stating,

“Only the demand and price of electricity are increasing, not the supply.”
Meanwhile, several BJP MLAs have urged Energy Minister A.K. Sharma to take swift action to resolve the crisis.

In response to the mounting criticism, Sharma defended the government's record supply levels, claiming that Uttar Pradesh is delivering unprecedented amounts of electricity. He noted,

“We have broken our own record. Our competition is with ourselves.”
However, despite these assertions, the reality on the ground remains grim as residents continue to suffer from frequent power outages amid rising temperatures.
